4. Congressional approval is not required to swear in a VP

It certainly wasn’t required for LBJ who was sworn in on Air Force One in Dallas, nor was it required for Gerald Ford.
The VP has two constitutional duties and the first one is to replace the President if he/she can no longer perform the duties of his office. Imagine the chaos that would likely result if Congress has to approve the VPs swearing in after the death or resignation of a President.
