The rest of NATO knows that, because of Trump, they will likely have to face Putin without the support of the US, and so raising their defence budgets is the only option.

While it could be painful in the short run for Europe, in the long run I think it’s for the best, especially if France and the UK expand their nuclear arsenal as a deterrent to Putin and any other dictators (*cough*Orban*cough*) who get any ideas…

In the long run it will be bad for the US, who will be isolated militarily and economically from the rest of the world.
