then the ultimate goal would be profits and budgets to make those profits.

A constitutional republic that employs democratic means is not a business. The purpose is to serve The People.

If a government is run like a business, The People are treated as consumers, to be exploited by the policies of the government. No equity. Favoritism. The "High Rollers" get perks the regulars don't get.

Programs that serve The People actually help them -- and prevent civil unrest as an aside.

The government can't be a series of transactions and a means for personal profit.
