A functioning society regulates itself. The people make life good for the people.

A failed society is incapable of reigning in its destructive elements and needs outside intervention.

Think about it:
If Gotham had a functioning police-department, would they need Batman?
If the US as a society valued empathy and truth, would they need a hero to save them from Trump?
