If your definition is simply a set of shared beliefs then just about any group is a religion. But if that definition includes the concept of a creator superhuman figure then Buddhism would not be a religion.
I never really think of it as a religion and that may be because I kind of limit my reading to the Sutras that were the actual teachings of the Buddha - not later teachers. Except in the case of Zen where I like to read what all the teachers have come up with. It's just such interesting, beautiful stuff.

I think of religion as supernatural answers to life's "big" philosophical questions.

Although reincarnation is not worshipped, belief in reincarnation is belief in the supernatural.
