Might be hard to convict on this basis, but if we can confiscate the weapons (perhaps temporarily til x years good behavior or if they belong to parents then they must prove guns are locked and kid has no access and accept full legal liability if he grabs any of them) and put him on the 'no-buy' list it could at least make a dent in his ability to later carry this out or reduce the damage at least.
