You're experience is very telling. A general officer who fails to return a salute from a junior has no honor - only ego.

I'm retired after twenty-seven years Army service. I NEVER had a senior officer fail to return a salute. It would have never occurred to me to fail to return the salute of a junior officer or enlisted soldier. You are not taking the saluting thing too personally.
