Is a public road. Short of metering the road,there's nothing that can be done. And that would cost him, in that he would have to pay for residents parking permits ! We have a similar problem where this woman parks across the road from us, every week day, while she works at the local hospital. There are no parking restrictions so she is perfectly entitled to do so, though I am surprised she doesn't move the car around to other parking spots on the street, so as not to draw attention.
