3. Brown-D running for governor can make it easier for Ryan-D to become US Senator.

Ryan-D gets elected to the US Senate in 2022 due to Brown's coattails.
As soon as Brown-D becomes Governor, he appoints his US Senator replacement.
Sutton-D who was Brown-D' US House replacement. Got elected to the US House in 2006 Re-elected in 2008 and 2010. Narrowly lost in 2012 in a member vs member matchup due to redistricting. Became the Democratic nominee for Lt Governor in 2018. Cordray/Sutton-D narrowly lost to DeWine/Husted-R in 2018.
