Of course he tweeted a plan before anyone checked on feasibility. Of course.

And I'm guessing John Phelan (former Secretary of the Navy) had to go because he delivered the news that, while they could perhaps escort up to 10% of normal traffic under normal conditions, they cannot escort anywhere near that number under conditions of of active conflict.
