during the latter part of Obama's final term and Powell continued doing so during 45's first term (I think about 7 or 8 times), 45 eventually snapped and started the harassment and Powell (well the Fed Board) froze the rates, and then started easing them down right up until 45 crashed the economy with his failed pandemic response, and down they went to near zero.
