He had a Democratic House and Senate in 2021 and 2022 and didn't do anything on immigration until an election year. It did look opportunistic that he waited until 2024 to act.
Biden could have been more aggressive in 2022 and 2023 with the border. I don't think that's a disingenuous or Republican talking point. But he wasn't and illegal border crossings surged to all-time highs, driving a narrative that there was a crisis at the border.
Trump sank the bill but the fact Biden and Democrats didn't move on immigration when they held the keys to the congress and the White House is the only reason Trump was able to sink it in 2024.
