when you put your centrifuges under a mountain, it's for weapons. When you deny inspectors access to a site, it's due to weapons research.

IMO they have always had the program going, were just better at hiding sometimes Vs others.

IAEA saying they didn't find anything at various times does not mean there isn't something to find, just means it was well hidden.

636,372 sq mi makes a lot of room to search.
