to reach a pre-determined conclusion, whether Marty Malarky thinks so or not. That's a political review, just like if Pope Paul V ordered a scientific review with the aim of banishing Galileo for heresy. Not that any pope at the time would order a scientific review of anything. Maybe when the coffee kicks in I'll think of a better analogy.
