I thought that after all the ballots were counted, the Democratic candidate was up by 734 votes. In essence, she was the winner.
The trailing sore loser Republican Candidate decided to question some 60,000 votes for various reasons. If he prevails, then there are potentially 60,000 votes that are not counted. So, he wins.

As I said, that’s just my understanding of this vote suppressing debacle.
