7. The Speaker does not swear in the new Congress.

His term as speaker ends Jan 3, 2027 as do the terms of all 435 members of the House. Those people who are reelected still need to be re-sworn in just the same as new members. That is done by the House Clerk, a non-partisan position. This will also happen on Jan 3, 2027. The clerk also conducts all business until a new Speaker is elected (could be the same as the old speaker).

Nobody has any power or authority to do anything to prevent any member of the new House of Representatives from being seated (all 435 members at once).
