Charges must first go to a grand jury that votes yes/no there is reason to indict.

If indicted, then it goes to trial where 12 citizens must decide guilty/not guilty.

This is in DC federal court; thus the jurors will be DC residents.

In several such ridiculous cases, the grand jury has refused to indict, or the trial jury laughs the prosecution out of the courtroom.

The US Federal Attorney for DC is "Judge Boxwine Pirro, of Fox fame. Recently several juries have slapped her down. In one case, a grand juror was interviewed after the grand jury refused to indict and he said the entire grand jury laughed at the federal prosecutor.
