They just throw stuff in front of him and he signs it. He's gone upstairs. There's been a full on coup going on for over a year. They want Cuba to turn it back into a cespool playground for the uber rich the way it used to be and him, his family and his buddies families will get all the contracts and own the resorts. These fuckers are nothing but real estate developers that move in, buy up ands destroy everything they can get for cash. I've seen it happen on at the smaller scale my whole life.
