Rules of engagement back then prohibited sailors from defending the ship unless actually fired upon.
I was in the Navy back then and we werent even allowed to have our weapons loaded while standing guard duty.
Another difference is today the Navy doesnt have escort ships optimized for convoy duty. The last Perry class frigate were decommissioned years ago.
