Military operations take months or weeks of preparations. No country sits around and waits for negotiations to succeed or fail, then start planning military ops. That happens concurrently. Military starts planning even before negotiations even officially start do to the long lead time thats generally needed. Now, none of this means the negotiations themselves weren't done with no real attempt at actually accomplishing anything, just that military planning happening despite ongoing negotiations occurring is not unusual.
