(1,817 posts)If the goal is to massively renovate the bunker and give it more hardened fortifications, maybe they're working on it now and the work on the building will be a pretext for the noise and equipment necessary to work on the bunker. Also, it's hardened to survive bombing, so heavy equipment on the ground above may not disturb it.
FDR originally built the East Wing in 1942 to camoflage the bunker he was building below it to withstand possible German bombing in WWII. The East Wing has a long history of disguising the bunker. Trump ran down there in 2020 when he was scared of Black Lives Matter protests outside. Given how incredibly quickly they've put the funds together, drawn up the architectural plans and begun construction, it's a priority item. Dump probably cares more about the bunker than the ballroom.
