This has been stated by Michael Cohen, Trump's long time attorney.

Trump is just raking in as much cash as possible every day.

He will steal from the US taxpayer.

I believe he intends to soak the rich to pay for the ballroom.
Will pocket that cash, then soak the US taxpayer.
Pocket that cash. Stiff the vendors and never pay a dime.
