Are the "ballroom" and the claim against DOJ related? [View all]

The ballroom is supposed to cost in the area of $250-300 million and Trump said he (through his "donors" would pay for it. At the same time he has a claim for $250 million against DOJ. According to how I understand it, we may never know if his claim is approved or even if it has already been approved and paid until spending records are revealed at the end of the year (or even next year). So were these two events planned together so that Trump could say he paid for the ballroom with his own money when the ballroom will actually be funded by taxpayers" and his fundraising is just going into his pockets? Of course, we never will know how much this "fundraising" raises or where it goes either.
