Nail salons, my countys property tax, some home repair services, for example.

That's entirely dependent on processor and how good of a deal a company can get with them. Larger company, better deal.

If the store isnt charging the customer a processing fee, then the store is paying the fees

Some stores do a cash discount, some to a credit surcharge and others don't do either.
