Low oil prices give little incentive for oil companies to drill more. Particularly for domestic oil which is more expensive to refine.

So, keep oil prices down, mean little increase in domestic drilling. Drill baby drill means, prices are high enough domestic oil sources are profitable and certain oil fields are viable again, so more drilling.

Trump being an economic moron, doesn't understand the energy industry, supply and demand, which seems obvious given his windmills cause cancer and kills whales comments.
