Was anyone in the room with him during the chat?

If yes:
How many people?
Were they part of the Russian government, or Russia's intelligence organization?
What were their names, and official positions?

If you're a U.S. official in Russia and your phone is turned on, you should assume that the Russians are listening in at all times.

What I want to know is what other conversations have these bozos had on unsecured phones and apps?

Also, I'm certain they use Signal all the time because it doesn't keep a record outside of what's on their phones, so it can be easily deleted.
That's destruction of a Government record, which is illegal. They do it to cover their tracks. Legality isn't an issue for them.
