on my dad's foot because he didn't vote like she did? My dad developed a limp after the election and accused her. She was 90+ years old and laughed and laughed at being so teased.

It's generally used for attracting, getting someone to come back or repelling them.

Sometimes it's used to obtain good fortune or good luck or anything else similar.
