Russia has reportedly begun recruiting former members of the Wagner Group to serve on tankers belonging to its so-called “Shadow Fleet.” Investigations have identified at least 17 Russian citizens without maritime qualifications operating aboard ships in the Gulf of Finland. Many of them have connections to the Wagner Group or to the Russian military intelligence agency, GRU.
