The head of Chechnya Ramzan Kadyrov has been real quiet for a long time. Which is very unusual, knowing just how much he likes social media presence and attention. Apparently, it looks like he's been busy building personal "VOIN" army all across entire Russia. And it also doesn't look like Putin is paying much attention, because Kadyrov has a freedom to do almost anything he wants.
