One Beijing-based tour operator, which has been taking tourists to North Korea since 2008, said the itinerary was less flexible and more structured, but new attractions have been added. While Western tourists have crossed the border, Chinese authorities have yet to give their citizens the green light. Before COVID-19, Chinese nationals made up the vast majority of foreign tourists to North Korea. In fact, 2019 saw a record high number of 350,000 Chinese visitors.
