An incumbent moving to another district does not make his old district a a new one.

According to the 2020 Census, TX has gained 2 US House seats. 37th CD and 38th CD.
You would consider TX-37 and TX-38 as new districts but guess what Democratic US Representative Lloyd Doggett is running in TX-37 instead of TX-35 which TX-35 a new district.

Other example is MT(Matt Rosendale-R,the current At Large US Representative is running in MT-2 instead of MT-1 which makes MT-1 a new district.

In FL, Carlos Gimenez-R the current FL-26th CD US Representative is running in the new FL-28.
Diaz Balart is running in FL-26 instead of FL-25
Wasserman Schultz is running in FL-25 instead of FL-23
Deutch is running in FL-23 instead of FL-22
Frankel is running in FL-22 instead of FL-21
Mast is running in FL-21 instead of FL-18
Franklin is running in FL-18 instead of FL-15.

FL-15 is the new district considering the fact that the new FL-28 is going to be represented by a current US House member.

I get my info from wikipedia(2022 US House of Representive Elections)

The districts that have 2 Democratic incumbents in the same district is a 1 seat Democratic lose. a New Democratic leaning district is a Democratic gain.
