Understanding the truth about Washington's revenue shortfall and how we responsibly address it

During the 2025 legislative session, scheduled to run through the end of April, Washington State lawmakers are facing a budget shortfall that endangers funding for essential services, including Medicaid, behavioral health services, support for individuals with disabilities, public health, long-term care, and early learning.

Public debate about budgets and deficits typically begins with, or raises, the question of how we ended up in a circumstance where we have a shortfall.

Despite what some television commercials funded by powerful interests with deep pockets want people to believe, it’s not due to “overspending.”

When adjusted for economic growth, our state has yet to recover from the last round of budget cuts during the Great Recession.
