Anybody have any thoughts on the constitutional amendments on the 8/6 primary ballot?

I read them, but can't make a lot of sense of them. Wondering who might be behind them, and what they want. The property tax exemption for child-care facilities sounds like an opportunity for corporations to dodge property taxes by claiming that they offer childcare, thus shifting tax burdens onto other taxpayers.

1. Here in Wisconsin the Republicans are trying to pass a couple of constitutional amendments that...

Would limit the ability of the governor to spend emergency funds.
But of course it's going to be worded in such a way that no one will understand what they're voting for.

3. I usually go to Vote411.ORG for info.

The candidates and any ballot measures are discussed. Usually they do a great job discussing the pros and cons, but this time I feel confused. Don't know why we keep voting on the same issues, too. Apparently we voted and approved the increase in funding for the Kansas City police department in 2022. Why do we need an amendment to implement the pay rise? Any thoughts?
I'm not sure that the Childcare one is a good idea either. As you said the potential for abuse by corporations seems likely. I have reservations about the lost tax revenues to Community Colleges, The Blind Pension Fund, etc. Also, how would this be enforced? Are they increasing the number of investigators to check that facility is licensed and their teachers are trained and licensed?? Sounds as if they aren't worrying enough about the potential harm to children in substandard childcare facilities in their rush to provide more childcare. It is supposedly a bipartisan effort, but I think there's got to be a better answer than just tax breaks. That smacks of old-time Republican answers to every situation!
So basically I'm no help! I'm looking forward to other replies.

4. The KC police funding measure was overturned by the state Supreme Court.

ordered back on the ballot this year. Haven't dicovered why the first one was overturned,

5. I saw that the State Supreme Court overturned it because the wording was unclear.

Don't know what that means exactly. What in the wording was unclear?! Will let you know if I find anything.

Lot of stuff to plow through. Showing my ignorance--Do you know how Ballotpedia leans? Don't know anything about it. Anyway as you get farther down in the information you see that It was two Republicans that pushed it originally in the State Senate and House. Only a handful of Dems supported it in the house and senate. The Kansas City Star and the Democratic Kansas City Mayor opposed it. The mayor was the one that sued to have the Missouri Supreme Court overturn it. Or at least that is my skim reading of it. Let me know what you think. I really need help on both of these issues. I'll check Ballotpedia for the other amendment, too. I've got a headache now, and going to go lie down for a while! I'll try to post later. Thanks again for your help!

Asked my son about Ballotpedia and he says that he thinks it is neutral. Just presents both sides of an issue if the information is available. Not much of a campaign against Amendment 1, but I'm not sure I want to support a tax cut that will take funds from other groups. I agree that the childcare situation is not good, but this seems like a convoluted way to help. I'm always leery of tax cuts!
Any thoughts would be appreciated.

9. I read the ballotpedia bit, which is where I got my initial info on it.

I did read that KC Mayor Lucas opposed the original law, and brought the suit that overturned it. I suspect he and many KC Dems oppose this amendment, which kinda persuades me to join in. This proposed amendment had a lot of GOPee support in the legislature, which is another factor against it for me. But I probably need to do some more research on it.
