Probably yes on #1, since the city council tends to be an inefficient goat-fuck.
Still thinking about #2. I agree 100% with the concept but I'm not too happy with how vague the statement is - a lot is left up to the goat-fucked city council.
Still thinking about #3.

(24,680 posts)2. Regarding 1: I'd argue that even if it's inefficient, it's transparent.
Changing the structure can eliminate that transparency.

and yes on 2 and three. I voted Kate Knuth and Shelia Nezad for Mayor. I'm not pleased with how things turned out.
