If it is full term, then it is a baby, no?
Strange wording in the article's headline. Weird.

It was found by a worker and had the cord and placenta attached to it. No word yet on if it was stillborn or born alive.

Body of newborn baby found in portable restroom at Electric Forest festival campground
ROTHBURY, Mich. A festival worker found the body of a newborn in a restroom at Electric Forest on Sunday morning.
Michigan State Police (MSP) troopers said a restroom vending company employee at the Electric Forest music festival found the body of a neonate, a newborn infant who is 4 weeks old or younger, in a portable restroom in the festival camping area on Sunday morning.
Troopers said the employee found the body during routine maintenance of the restroom.
MSP did not initially release any other details and said they're still investigating.
