Prior to starting his second term, Donald Trump's inner circle began creating a "stash" of presidential executive orders and proclamations to not only dramatically alter how the government runs, but also for use when he needs to distract voters or change the narrative when he doesn't like what the press is reporting.
That is according to a report from the Washington Post's Natalie Allison, Emily Davies and Michael Birnbaum, who wrote that a travel ban order by the president on Wednesday was not tied to the terror attack on pro-Israel demonstrators in Boulder, Colorado, but was in initiated back in early January.
The Post is reporting, "The announcement was the latest example of how the Trump administration has dipped into its large reserve of proclamations and executive orders many of which have been long in the making to drive its chosen narrative, push the presidents priorities and sometimes change the subject when news coverage focuses on topics that Trump officials prefer to downplay."
According to the report, the president has a "stash" of such orders and other announcements at the ready as the mood strikes him or if he needs a distraction when things aren't going his way.

Throughout Trumps second term, White House staff have maintained a stash of executive orders and proclamations they can deploy depending on the themes of the moment and the narratives they want to shape, a senior White House official said, speaking on the condition of anonymity to talk frankly about internal strategies.
Some orders are put into the calendar well in advance, the official said. Others are teed up the night before they are signed depending on impulse, political strategy and the overall mood within the White House, the official said.....
Trumps approach to executive action has differed notably from that of his predecessors, who resorted to it at times but never with the intense frequency of Trumps first months in office.
In less than five months, Trump has signed 157 executive orders and 62 proclamations, according to data from the Federal Register, a pace faster than any modern president. Trump surpassed the pace of his first term, when he signed an average of 55 orders a year, according to data compiled by the American Presidency Project.
trump's executive orders are mainly stunts and have little if any actual legal effect. These executive orders are signed to make trump happy.
