US curbs chip design software, chemicals, other shipments to China

Source: Reuters

May 29, 2025 6:03 AM EDT Updated 10 hours ago

May 29 (Reuters) - The United States has ordered a broad swathe of companies to stop shipping goods to China without a license and revoked licenses already granted to certain suppliers, said three people familiar with the matter. The new restrictions - which are likely to escalate tensions with Beijing - appear aimed at choke points to prevent China from getting products necessary for key sectors, one of the people said.

Products affected include design software and chemicals for semiconductors, butane and ethane, machine tools, and aviation equipment, the people said. Many companies received letters from the U.S. Department of Commerce over the last few days informing them of the new restrictions.

Firms that supply electronic design automation (EDA) software for semiconductors were sent letters last Friday that licenses would now be needed to ship to Chinese customers, two of the sources said. The electronic design automation software makers include Cadence (CDNS.O), Synopsys (SNPS.O), and Siemens EDA, a subsidiary of Siemens (SIEGn.DE), one said.

The two sources said the Commerce Department will review requests for licenses to ship to China on a case-by-case basis, suggesting the action was not an outright ban. It is unclear whether the new restrictions are part of a broader strategy to create leverage for trade talks during a pause in the imposition of higher tariffs.

1. Burning America and its computer software businesses to the ground

American businesses don’t need customers for their products. Meanwhile the intel chip
factory in Central Ohio is on hold because Trump stopped it because it is a legacy of
President Biden’s Chips Act.

Btw China will find other suppliers PDQ. I am sure that Canada has some software
design engineers along with India, Belgium, Australia, Japan, ….

This is madness. Trump is insane. Recession is almost a certainty and a depression is
not out of the question.

But he’s not sitting at a desk poring over export statistics and identifying where the choke points are. That’s Stephen Miller, with probably quite a bit of help from loyal toadies with specific knowledge in various areas.

Trump then happily signs off on whatever they come up with. Or happily toodles off to the golf course, secure in the knowledge that Stephen Miller with a presidential autopen in hand will be even more malicious than he himself would be.

They are fully capable of developing their own high technology resources.

They're just buying our stuff because it's easier.

When they do develop their own EDA software and specialty chemical production for chip manufacturing they won't need us.

5. China has already done A LOT of reverse-engineering of our stuff over the years

along with Japan's stuff and obviously Taiwan's stuff, so they pretty much have a foundation to work with now.

... starting with our preschools.

Too many U.S. Americans are essentially illiterate and innumerate not because they never had the brains for it, but because their innate curiosity and critical thinking skills were beaten out of them at an early age.

Anti-intellectualism is destroying the U.S.A. as a superpower.
