to the final bill will be useless because the GOP are loons and will most likely not let any of them get adopted. And even if any did, that would mean the House would need to come back and vote on the revised version, but they are gone all next week IIRC.

You woud have to amend the Constitution to grant the Executive the power of the budget. That power belongs to the Congress. This bill hands the budget power over to the Executive Branch.
