Is it appropriate to hand out

the Medal of Honor during an SOTU speech? Also if it is should the First Lady be the one to present it as happened with the 100 year old veteran?

I thought this was the CONGRESSIONAL medal of honor. He is not Congress. Did he just decide this on his own? And the Purple Heart? My husband objected, saying that was only earned by being injured in combat. What are the rules on all this? Has he cheapened these honors, like he does with almost everything?
