I lived in Alexandria VA and commuted to Maryland through DC via the Metro. I can remember several times riding through the city and seeing rats the size of terriers - 18" to 24" in length. Seattle has rats, but they're not very big - maybe 4" to 6". DC rats could readily take on cats.
