This is the sort of sitch where a mob boss who has the power to do so would probably want to take advantage of his power and reward the good soldier. Plus he likes telling everyone 'fuck you, I do what I want!', like he did by pardoning J6ers. Not at all hard for me to imagine him pardoning her just out of spite, and because she was prosecuted by Biden's DoJ.
If he wasn't aware of how attached the Cult is to the conspiracy theories around Epstein (mostly of course wrongly centered around the likes of the Deep State, the Clintons and other Democrats) he probably would have already. He wouldn't care at all what 70% of the population thought about such a move, but he could lose a chunk of his 30% solid, no-matter-what voters, and that would concern him.
We can see how upset they are about Noem saying there was no 'incriminating client list'. Of course, they're upset for the stupidest, most cult-like reason, i.e. thinking that he's hiding the list because he's now 'part of the Deep State', rather than the 1,000X more likely (esp. given the man's character) explanation ... his ass is on the list and he knows it. They are SO fucking dumb it's embarrassing to share a country with these people 
If he pardoned GM though they'd probably really come unglued.
