One point of chaos

Discussing with a friend, he mentioned that one point of chaos is to wear out the population to the place they welcome a dictatorship to establish order.
I think he is right. They have abandoned the long held concept of not alarming the population. They are of course accomplishing what they want in the way of change but the end goal is authoritarianism without a revolution.

I remember the Gore/Bush election and the Democrats folded for the good of the country. There should have been a fight then.
