In the USSR, I don't believe that atheism was offered as proof of worthiness to lead except to the extent that it was formal state policy.
In the US and Israel (not sure about Iran), one's faith is held up as a measure of one's worth, appealing to the religious sentiment of the public. The nation itself values, or claims to value, religious faith as some sort of morality test.
