I can say with the utmost certainty that many are 'contracted' private security personnel and not vetted, trained, and sworn LEOs. Legitimate LEOs are issued uniform equipment (firearms, vests, etc,), have recognizable identification, and utilize standard operating protocols when executing their duties. Many of those engaged in these actions do not.
