Maine won a TRO against the feds for attempting to withhold federal funds based on Title IX without following the proper procedure. This was all triggered by Governor Mills standing up to Trump re the state's inclusive policies for trans athletes.

The decision is mostly procedural, but an important *substantive* component is the court's explanation that even if the government could show that Title IX were violated, any funding termination would have to be limited to athletics. The feds can't just issue a blanket hold on *all* federal funding.
