The link reads "Every Storm Is Their Katrina, yet the story that came up for me is something titled differently, that read as a hit piece on President Obama's response to Sandy, from a right wing "news" outlet that mediabiasfactcheck.com rates as a questionable source.
Or am I missing the point?

That is literally what the article framed Sandy as - Obama's Katrina.

It's widely accepted that for the first 48hrs after a disaster... YOU keep yourself alive.
As soon as the floods, tides, fires, earthquake threat is over, State forces and volunteers hit the area... the FED hits last and heaviest.
It's always been that way.
