What goes on with the NYT Editor when he makes a decision to place a story like this non-prominently?

1. It's not just the placement

It's that the headline doesn't have a damning tone.

"Unseals new evidence..."

Big whoop!

That evidence shows that Trump was as underhanded as practically anyone ever suspected. That's what matters!
